How do I know if my business or property is located within the Redevelopment Area?

Go to the Clark County GIS mapping portal and enter your address. Make sure you add “Redevelopment Areas” as an overlay to the map on the top left. The specific redevelopment area boundary will be clearly marked.

Who is eligible to apply for the grant?

Eligible applicants include:

  • Property owners with commercial property located within the redevelopment area
  • Property managers applying on behalf of property owners (with authorization)
  • Commercial tenants with a qualifying lease and written owner approval

All applicants must be in good standing with Clark County and meet the program’s eligibility requirements.

What is the selection process for the grant?

Applications are reviewed in three phases:

  1. Eligibility Review: Verification of location, ownership, lease, and compliance.
  2. Technical Review: Validation of project scope, budget, bids, and permits.
  3. Committee Review: A Selection Committee composed of county staff, design professionals, and cultural district advisors will score applications based on public visibility & corridor impact, cultural relevance, safety & circulation impact, readiness & feasibility, and equity & legacy business support.

What types of businesses are NOT eligible for this grant?

The program may not benefit a business engaged in the following activities:

  • A pyramid promotional scheme.
  • A gaming establishment (except businesses holding a restricted gaming license).
  • A sexually-oriented business.
  • A warehouse or mini-warehouse.
  • A pawnshop.
  • A business related to bail (bail agents, etc.).

When will I receive grant funds?

Funds are disbursed on a reimbursement basis after work is completed and has passed a final inspection. A partial reimbursement (up to 50%) may be available after substantial progress is verified.

What if I need help with my application?

District F staff will be available during mobile office hours to walk you through eligibility, matching requirements, and project ideas— no appointment needed.

How strict is the 25% cash match requirement? Can it be waived?

Yes, applicants are generally required to provide a 25% cash match toward total project cost. However, the match may be waived or reduced at the Redevelopment Agency’s discretion for projects that demonstrate exceptional community impact, cultural significance, and/or financial hardship. To request a waiver, applicants must submit a formal waiver request in their application.

What exactly does the “owner authorization” need to include?

The authorization must be in writing, signed by the property owner, and state that they approve of you, the tenant or property manager, applying for and executing the specific improvement project.

You must provide written authorization from the property owner approving the specific improvement project.

  • Notarization is strongly preferred at the time of application, but
  • Notarized authorization is required before a grant agreement is executed for awarded projects

This flexibility helps reduce barriers for properties with out-of-country owners while protecting all parties involved.

What happens if my project costs more than the budget I submitted?

The grant award amount is fixed. You are responsible for any costs that exceed the total project budget (grant funds + your match). It is crucial to obtain accurate bids during the application process.

Can I apply for reimbursement for work I have already started or completed?

No. Funds cannot be used to reimburse for expenses incurred or improvements completed before the official award date. All work must be prospective.

My project is part of a larger plaza with multiple tenants. Can we submit one application?

Yes. Projects involving multiple tenants within a single plaza require a joint application, and the property owner must be the primary applicant.

I want to do renovations that are not specifically listed by Clark County Redevelopment Agency. Can I still apply?

Yes. The list of eligible improvements is intended to provide guidance—not to limit innovative or context-specific projects. Applicants may propose improvements that are not explicitly listed, provided the project advances the goals of the Inspiring Spring Mountain Redevelopment Plan, such as improving safety, mobility, aesthetics, cultural identity, or small business vitality. If your proposed improvement is not clearly covered under the listed categories, applicants are strongly encouraged to schedule a pre-application consultation with Clark County Redevelopment Agency staff to discuss eligibility and alignment before submitting an application.
