Clark County Inspiring Spring Mountain: Corridor Improvement Grant Program

The Inspiring Spring Mountain Corridor Improvement Grant Program is a signature initiative of the Clark County Redevelopment Agency designed to reduce urban blight and support reinvestment within the Chinatown/Spring Mountain Cultural Corridor.

The program provides financial assistance to property owners and commercial tenants to make visible, lasting exterior improvements to buildings, facilities, and structures located within the Redevelopment Area when no other reasonable means of financing those improvements are available.

Funded projects must further the purposes of the Redevelopment Area and demonstrate a clear public benefit consistent with NRS 279.486(4). In making this determination, projects are expected to:

  • Encourage the creation of new small businesses and promote the success of existing legacy businesses
  • Create jobs or other business opportunities for nearby residents
  • Improve safety, lighting, and mobility to increase activity in the Redevelopment Area
  • Catalyze reinvestment in nearby properties
  • Advance the goals of the Inspiring Spring Mountain Redevelopment Plan by strengthening Chinatown’s role as a regional cultural destination and aligning improvements with community vision and cultural identity

Through a competitive application process, eligible applicants may receive up to $75,000 per property in matching grant funds for exterior improvements. A total of $1,500,000 has been allocated to this program.

Project Eligibility

Eligible Improvements

Projects must consist solely of exterior, public-facing improvements that visibly enhance safety, aesthetics, functionality, and cultural identity along the corridor. Eligible improvements include, but are not limited to:

Facade & Storefront Enhancements

  • Exterior painting, cladding, or restoration of architectural details
  • Window and door replacement (energy-efficient, ADA-compliant)
  • New or rehabilitated signage (bilingual signage strongly encouraged)
  • Architectural and accent lighting for facades
  • Canopies, awnings, or outdoor shade structures
  • Decorative landscaping and planters visible to the public realm
  • Power washing and exterior cleaning of storefronts

Safety, Lighting & Circulation Improvements

  • Exterior security cameras, NVR systems, and protective housings (must be registered with LVMPD)
  • Upgraded exterior lighting (LED, pedestrian-scale, or decorative lanterns)
  • Locks, gates, and other CPTED-compliant safety measures
  • Removal of roll-down shutters and replacement with transparent or CPTED-approved alternatives
  • Traffic circulation enhancements (signage, striping, wayfinding)
  • Relocation or screening of dumpsters and waste management areas

Placemaking & Public Art

  • Permanent sculptures and cultural monuments
  • Culturally significant murals (with protective anti-graffiti coatings)
  • Decorative lanterns, light installations, or festival infrastructure
  • Small plazas, pocket parks, or gathering spaces on private land with public visibility
Applicant Eligibility

Who Can Apply

You must be either a Property Owner, Property Manager, or a Qualified Commercial Tenant within the designated Spring Mountain Chinatown Cultural Corridor Redevelopment Area.

Projects involving multiple tenants within a plaza must submit a joint application.

Property Owner/Manager Criteria

  • Owns commercial property within the redevelopment area boundaries.
  • No unpaid taxes or unresolved code violations with Clark County.
  • Must agree to a five-year maintenance covenant for all completed improvements.
  • If the property has tenants, must agree not to increase rent or alter lease terms for participating tenants for at least 12 months post-project completion (excluding contractually predetermined increases).
  • Property managers may apply on behalf of owners with written authorization. Notarized owner authorization is required prior to grant agreement execution.

Qualified Commercial Tenant Criteria

  • Operates a commercial business within the redevelopment area.
  • Must submit a current, executed lease with at least three (3) years remaining, including options. Lease may not be month-to-month.
  • Property must be in good standing with Clark County.
  • Written property owner authorization is required. Notarization is strongly preferred at application but required prior to grant agreement execution.

To be eligible, all of the following must apply:

  • Property must be located within Areas 5 or 6 of the Redevelopment Area
  • Property must be used for commercial purposes
  • Residential and industrial properties are ineligible
  • Applicants must be current on property taxes and have no unresolved code violations
  • No corporate or personal bankruptcy within the past five years
  • Applicants may not have received RDA grant funding within the past five years
Award Structure

Award Structure & Match Requirement

  • Maximum Award: Up to $75,000 per property
  • Match Requirement: Applicants must provide a 25 percent cash match toward total project cost.
  • The match may be waived or reduced at the discretion of the Redevelopment Agency for projects demonstrating exceptional community benefit, cultural significance, or documented financial hardship.
  • Disbursement: Grant funds are issued on a reimbursement basis and require submission of receipts and photographic documentation. Partial reimbursement of up to 50 percent may be requested for larger projects following site verification.
Process & Requirements

Application Process & Requirements

  1. Pre-Application Consultation: Applicants are strongly encouraged to meet with staff from Clark County Community & Economic Development or County Commission District F to discuss project scope and eligibility. Information sessions will also be hosted in Chinatown.
  2. Submit Your Application: Applications will be accepted from January 15 through April 15, 2026. You must submit the following:
    • Completed application
    • Project description and public benefit narrative
    • Design renderings or concept drawings
    • High-resolution photos of area that the grant will be improving
    • Itemized budget
    • Three bids
    • Proof of 25 percent cash match or waiver request
    • Implementation timeline
    • Proof of ownership or qualifying lease
    • Owner authorization
Project & Disbursement

Project & Disbursement Requirements

Permits & Contractors: All projects must be properly permitted and must be completed by a contractor licensed in the State of Nevada. The Nevada State Contractors Board can help you find a licensed contractor.

Timing: Funds cannot be used to reimburse for expenses incurred or improvements completed before the official award date. Projects must begin within 120 days of award notice and be completed within 12 months.

Monitoring & Maintenance: A Clark County employee or program administrator will monitor progress through site visits, emails, and calls. Grant recipients must diligently maintain the improvements for the duration of the five-year maintenance covenant.

Selection Criteria

  • Benefit to the Redevelopment Area and Corridor Impact – 35 Points
    Evaluates the extent to which the project provides a clear public benefit and contributes to corridor vitality, visibility, safety, mobility, and catalytic reinvestment.
  • Cultural Alignment and Community Identity – 20 Points
    Evaluates how well the project advances the Inspiring Spring Mountain Plan and reinforces Chinatown’s cultural identity.
  • Safety, Mobility, and Physical Environment – 20 Points
    Evaluates improvements to lighting, security, circulation, accessibility, and overall public comfort.
  • Readiness and Feasibility – 15 Points
    Evaluates project clarity, realistic budgeting, permitting readiness, and ability to complete work on time.
  • Financial Need and Lack of Alternative Financing – 10 Points
    Evaluates whether redevelopment assistance is reasonably necessary and whether the project would proceed without grant support.
