Corridor Improvement Grant Program

Empowering Chinatown's Future Through Community Investment

The Inspiring Spring Mountain: Corridor Improvement Grant Program is a signature initiative of the Clark County Redevelopment Agency (RDA). The program provides financial support to empower property owners, tenants, and community partners in Las Vegas Chinatown to make visible, lasting improvements that strengthen the area’s role as a regional cultural destination.

The program supports projects that improve safety, lighting, circulation, and mobility, enhance storefronts and public-facing spaces, support small and legacy businesses, and advance the goals of the Inspiring Spring Mountain Redevelopment Plan. This program is funded by the Clark County Redevelopment Agency, with a total of $750,000 allocated.

Project Eligibility

Eligible Improvements

Grant funds may be used for the following on-property and adjacent exterior enhancements. All projects must benefit the local community by revitalizing the corridor, supporting small business growth, and enhancing the area’s cultural identity.

Facade & Storefront Enhancements

  • Exterior painting, cladding, or restoration of architectural details
  • Window and door replacement (energy-efficient, ADA-compliant)
  • New or rehabilitated signage (bilingual signage strongly encouraged)
  • Architectural and accent lighting for facades
  • Canopies, awnings, or outdoor shade structures
  • Decorative landscaping and planters visible to the public realm
  • Power washing and exterior cleaning of storefronts

Safety, Lighting & Circulation Improvements

  • Exterior security cameras, NVR systems, and protective housings (must be registered with LVMPD)
  • Upgraded exterior lighting (LED, pedestrian-scale, or decorative lanterns)
  • Locks, gates, and other CPTED-compliant safety measures
  • Removal of roll-down shutters and replacement with transparent or CPTED-approved alternatives
  • Traffic circulation enhancements (signage, striping, wayfinding)
  • Relocation or screening of dumpsters and waste management areas

Placemaking & Public Art

  • Permanent sculptures and cultural monuments
  • Culturally significant murals (with protective anti-graffiti coatings)
  • Decorative lanterns, light installations, or festival infrastructure
  • Small plazas, pocket parks, or gathering spaces on private land with public visibility
Applicant Eligibility

Who Can Apply

You must be either a Property Owner, Property Manager, or a Qualified Commercial Tenant within the designated Spring Mountain Chinatown Cultural Corridor Redevelopment Area.

Property Owner/Manager Criteria

  • Owns commercial property within the redevelopment area boundaries.
  • No unpaid taxes or unresolved code violations with Clark County.
  • Must agree to a five-year maintenance covenant for all completed improvements.
  • If the property has tenants, must agree not to increase rent or alter lease terms for participating tenants for at least 12 months post-project completion (excluding contractually predetermined increases).
  • Property managers may apply on behalf of owners with written authorization. Notarized owner authorization is required prior to grant agreement execution (may be submitted post-award if notarization presents a barrier).

Qualified Commercial Tenant Criteria

  • Operates a commercial business within the redevelopment area.
  • Must submit a current, executed lease with at least three (3) years remaining, including options. Lease may not be month-to-month.
  • Property must be in good standing with Clark County.
  • Written property owner authorization is required. Notarization is strongly preferred at application but required prior to grant agreement execution.
Award Structure

Award Structure & Match Requirement

Base Award: Up to $25,000 per property.

  • Bonus Award: An additional $5,000 per acre beyond the first acre, up to a maximum of $75,000 per property.
  • Example: A 1-acre parcel = $25,000; a 4-acre parcel = $40,000; a 10-acre parcel = $75,000 cap.

Match Requirement: Applicants must provide a 25% cash match toward the total project cost.

  • Note: The match may be waived or reduced at the RDA’s discretion for projects demonstrating exceptional community impact, cultural significance, or financial hardship.
Process & Requirements

Application Process & Requirements

Pre-Application Consultation: Applicants are strongly encouraged to meet with staff from Clark County Community & Economic Development or County Commission District F to discuss project scope and eligibility. Information sessions will also be hosted in Chinatown.

Submit Your Application: Applications will be accepted from January 15 – March 15, 2026.

You must submit the following:

  1. Completed application form
  2. Detailed project description and community impact narrative
  3. Design renderings or concept drawings (if applicable)
  4. Itemized project budget
  5. Proof of 25% cash match or formal waiver request
  6. Implementation timeline
  7. Three (3) detailed bids, or a written explanation for fewer
  8. Proof of property ownership and/or qualifying lease
  9. Property owner authorization (notarized post-award if needed)
Project & Disbursement

Project & Disbursement Requirements

Permits & Contractors: All projects must be properly permitted and must be completed by a contractor licensed in the State of Nevada. The Nevada State Contractors Board can help you find a licensed contractor.

Timing: Funds cannot be used to reimburse for expenses incurred or improvements completed before the official award date. Projects must begin within 120 days of award notice and be completed within 12 months.

Disbursement: Funds are issued on a reimbursement basis. For larger projects, a partial reimbursement (up to 50%) may be requested after substantial progress is verified via a site visit by county staff or the program administrator. Final reimbursements are processed after project completion, final inspection, and submission of receipts.

 

Monitoring & Maintenance: A Clark County employee or program administrator will monitor progress through site visits, emails, and calls. Grant recipients must diligently maintain the improvements for the duration of the five-year maintenance covenant.
