Request for Workforce Development Programs

Clark County Seeking Qualified Suppliers

Clark County is seeking qualified suppliers (“Applicants”) to provide proposals (“Proposal”) for pilot workforce development programs that deliver critical economic and workforce development resources to support Clark County’s residents and businesses.

Initial funding requests in response to this RFP should deliver pilot workforce development programs in Clark County that align with this goal. Funding requests should not exceed $1,500,000. Successful pilot programs may be eligible for future funding

Who can Apply

  • Applicants must be nonprofit organizations registered as 501(c)(3), 501(c)(4), or 501(c)(6) with the Internal Revenue Service (IRS), or for-profit entities partnered with a nonprofit organization holding one of these designations.
  • Applicants must be in good standing with the Internal Revenue Service, the Nevada Secretary of State, and the Nevada Department of Taxation, and must maintain a valid Clark County Business License.
  • Applicants must not be debarred, suspended, or otherwise excluded from participation in any local, state, or federal program, and must have no pending administrative, civil, or criminal actions that would impair their ability to perform under the agreement.
  • Applicants must meet all submission requirements outlined in this Solicitation. Failure to meet these requirements may result in the application being deemed non-responsive and removed from further consideration.
  • Applicants must demonstrate the ability to comply with all applicable local, state, and federal laws, regulations, and requirements associated with the use of awarded funds.
  • Applicants must remain in good standing with all applicable legal and regulatory requirements at the time of contract execution and for the duration of the agreement and must provide documentation of such compliance upon request by the County.
  • If subcontractors or subrecipients are utilized, the Applicant is responsible for ensuring that all subcontractors and subrecipients meet and maintain the same legal and regulatory compliance requirements for the duration of the agreement.

Selection Criteria

What We’re Looking For in Proposals

  • Applications will be reviewed, evaluated, and scored using the criteria described in the Scoring Rubic section below.
  • Point values indicate the relative importance placed on each section.
  • Applicants should prepare their Proposals with these criteria in mind.
  • Proposals will be evaluated using a 100-point scale.

How Applications Are Evaluated

Approach, Activities, and Outcomes (50 points)

  • Project will contribute to achieving the goals and objectives stated in the RFP.
  • Application presents a clear description of the proposed project, including a clear statement of goals and objectives.
  • Application presents a plan of action with details on the specific scope of services

Applicant(s) propose and how the proposed work will be accomplished.

  • Application presents a reasonable timeline for implementing the proposed project including major milestones and target dates. It addresses factors that might speed or hinder implementation and explains how these factors would be managed.
  • Design of the project reflects current knowledge on effective practices supported by

Applicants’ experience and/or research and literature.

  • Applicants proposing the collaboration of partner organizations, entities, consultants or key individuals to maximize the effectiveness and effectiveness of service delivery, should detail the specific role, activities, capacity, and contributions each partner will make.
  • Proposal reflects performance targets appropriate for the program and demonstrates the organization’s capacity to carry out the proposed project by connecting current or previous experience with the proposed programming.
  • Proposal demonstrates community support for the project or program.

Applicant Qualifications and Staff Assignments (30 points)

  • Professional qualifications and the experience of proposed partners, subcontractors and staff.
  • Experience and track record implementing similar projects or proposed activities.
  • Clarity and feasibility of proposed staffing assignments, taking into consideration accessibility, availability and workload.
  • Proposal demonstrates a thorough understanding of economic, social, financial, institutional or other issues that require a solution.

Performance Measurement and Reporting (10 Points)

  • Applicants demonstrate they have, or will develop, the capacity to collect and manage data.
  • Applicants address how data will be collected and reported for project activities, outputs and outcomes.
  • Proposal provides an appropriate and feasible plan describing how data will be used to determine whether the needs identified are being met and whether project results are being achieved.

Financial Management and Budget (10 Points)

  • Funding requests should not exceed $1,500,000.
  • Applicants provide a detailed budget presenting reasonable cost related to activities proposed.
  • The proposed budget is submitted on the required template and Applicant’s overall budget is of a size to reasonably expect successful delivery of the program.
  • Applicants maintain strong fiscal controls, and ensure prudent use, proper and timely disbursement, and accurate accounting of funds awarded under this RFP.

Review Process

How Proposals Are Reviewed and Selected

  • Office of Community and Economic Development will review all Proposals for completeness and determine eligibility.
  • Incomplete, late, or otherwise ineligible Proposals will not move forward.
    • Applicants will be notified if their Proposals have not been accepted for review.
    • Proposals not accepted for review may not be resubmitted.
  • Proposals accepted for review will be forwarded to the review committee.
  • The review will consist of County staff who are experienced in the program areas relevant to this RFP.
  • The review committee will score all eligible Proposals.
  • The County will not reimburse Applicants for any costs incurred with preparing and submitting the Proposal, or for any interviews or site visits.

All responses submitted must be the original work product of the Applicant. The copying, paraphrasing or otherwise use of a substantial portion of the work product of another Applicant is not permitted.
